1.  Cut japchae noodle into shorter length.
2.  Prepare batter by mixing all purpose flour and ice cold water.  Mix well until all the flour dissolve in water.
3.  Add parsley flakes into the batter and mix well.
4.  Prepare a clean plate.  Cut dried seaweed sheet into half and place on the plate.
5.  Take a tablespoon of japchae noodle and place at the bottom of the seaweed sheet.
6.  Roll them up like sushi rolls and seal the end by brushing a little of water.
7.  Heat oil.
8.  Dip the sushi rolls in the batter and put into hot oil.  Fry for about 10 minutes or until crispy golden brown.
9.  Take out the seaweed rolls and serve hot with dipping sauce.  I simply use chilli sauce ^^
